Odd-even will be applicable in Delhi from November 4 to 15, from 8 am to 8 pm, except on Sundays. Those found violating the rule will be fined with an amount of Rs 4,000/- on hand. This has been increased from the Rs 2,000 in the last two editions of the scheme.

What is ODD-EVEN?

It is a scheme where private cars with numbers ending in an odd digit are allowed to run on the odd dates of the month and those with even digits ply on even dates. With the odd-even vehicle scheme set to come back to Delhi from Monday, 4th of November, 2019.  This time there have been some new changes in the rule.

All about the scheme

Post-Diwali, toxic smog has covered Delhi with residents complaining of breathlessness, wheezing, and eye irritation. On Friday morning, the overall Air Quality Index of the city was recorded as 459 which is in the “severe” category. On Thursday night, the quality of air plummeted and reached the “emergency” category. In such a situation, the residents are demanding the implementation of the odd-even scheme, which will begin from November 4, 2019.

The traffic rationing odd-even scheme allows cars with odd-numbered plates to run on odd numbered-dates ending with 1, 3, 5, 7 and 9. The even-numbered plates can operate on even numbered-dates ending with 0, 2, 4, 6 and 8. The scheme would ease the traffic conditions and help in reducing air pollution. ”

Delhi CM, Mr Arvind Kejriwal announced that there will be staggered timings in government offices during odd-even scheme – at 9:30 am and 10:30 am.

NOTE: It will not be effective on Sunday, November 10. On the very first day of this scheme, only even-numbered non-transport vehicles will be allowed on Delhi roads.

Why Odd-Even is implemented?

Pollution level in Delhi peaked to a three-year high on Sunday, while the Centre reviewed the situation with the governments of Delhi, Haryana and Punjab and announced that Cabinet Secretary Rajiv Gauba would monitor it on a daily basis.

The Air Quality Index (AQI) has touched the dangerous levels of 625 pushing Delhi back into the severe plus category after a brief respite on Saturday evening. There was some relief after sporadic rains on Saturday as the AQI fell below 400.

PENALTY

Anyone who is found to violate the rule will be severely punished with a penalty charge of Rs. 4000/-.

Odd-Even Scheme exemptions

Following people will be exempted with this scheme:

  1. Persons with any kind of disability (PwD) will get relief.
  2. Big personalities like President, Vice Pres., all states CM (except Delhi), Union Ministers, SC & HC Judges, PM, Deputy Chairman of Rajya Sabha, Deputy Chairman of Lok Sabha, opposition leaders of both houses, CM of state, CJI (Chief Justice of India), State governors, Deputy speaker of Lokayukta, and others are likely to be exempted from the following rule.
  3. Two-wheelers like Scooter & Motorcycle should get an exemption from the scheme.
  4. Alone women drivers & those with children below 12 years of age.
  5. Vehicles of SPG (Special Protection Group) officers, paramilitary forces, law enforcement vehicles, ministry of defence are also likely to be exempted.
  6. Commercial vehicles having yellow no. plates, including CNG run vehicles, three and four-wheeler tempos, autos and taxis may be allowed to run during the odd-even scheme.
  7. Embassy vehicles with diplomatic corps might get an odd-even exemption.
  8. For parents going or returning to drop or pick up their wards.
  9. Private vehicles carrying school children & electric automobiles will be exempted from the restrictions of the rationing scheme.
  10. Passengers with medical emergencies & emergency service vehicles like ambulances, fire engines, vehicles carrying solid waste and vehicles meant for public services should get an exemption from the odd-even rule.

 

At last, in a bid to control the deteriorating poor quality of air in the national capital, the Delhi govt. has again started/ implemented its 3rd round of the odd-even scheme. It aims to curb out domestic carbon emission.
