Transfer Car From One State To Another

As per the law, it is compulsory to register each car with a Government authority. When the vehicle is registered, there will be ownership established amid the vehicle and individual. Vehicle registration proves the possession of the vehicle. The registration of vehicles done by the Regional Transport Office (RTO). It can be quite a tough task to transfer car from one state to another.

Here Are The Steps To Transfer Car From One State To Another:

Step 1- Obtain NOC From The Traffic Department:

To acquire NOC from the Regional Transport Office (RTO), the owner of the car will have to submit two NOCs mentioned below:

  • A record from the National Crime Records Bureau (NCRB) that explicates that the car was not stolen and was not entangled in an accident. (only needed in few states)
  • NOC from the traffic police that specifies there are no pending fines of the car owner

Documents needed to obtain NOC from the traffic department and NCRB:

  1. A letter directed to the Deputy Commissioner of Traffic
  2. Address Proof of car owner (Ration card/Driving License/ Passport/Bank Passbook)
  3. Clearance letter from the financing bank (only if the car is under loan)
  4. Driving license copy
  5. Copy of the Pollution Under Control (PUC) Certificate, insurance papers, and the Car’s RC.

Make sure that when a visit to the Traffic Police Office for the authentication, you carry all the original documents. The NOC may be offered after some days.

The method of acquiring NOC from NCRB is same to get NOC from the traffic department.

Step 2- With Suitable Documents Visit RTO

When obtaining NOCs from NCRB and traffic department, the owner of car will have to visit the RTO with documents:

  1. Form 28- the application for NOC and Grant of Certificate
  2. Documents that specify the payment of the road tax (only applicable for commercial vehicles)
  3. Attested copy of the Registration Certificate
  4. Valid document of car insurance
  5. Reliable PUC Certificate
  6. Clearance from NCRB (required only in some states)
  7. NOC from financing bank( only if the car is under loan)
  8. NOC from traffic police that specifies the absence of any dues or fines

The owner of the car should take care to fill up Form 28 correctly. If any case the field are not updated, then write “N/A” in the fields.

Step 3- Documents Submission

The owner of the car should have to pay the relevant fees and submit all the mentioned documents to the RTO and. It may take some days to acquire the NOC. When the car owner obtains the NOC from the RTO, then he or she can request for re-registration of the car in the new state.

Step 4- After Interstate Transfer Re-registration of Car

The owner of the car can talk to the RTO in the new state and request for re-registration of the vehicle.

Documents needed for re-registration:

  1. Original registration certificate from another state
  2. NOC that the car owner has received from earlier RTO
  3. Attested copy of the address proof
  4. Form 20 (application form for the registration of vehicle)
  5. Copy of the PUC Certificate, attested
  6. Form 33 (form states about the change of Address in the registration certificate)
  7. Copy of the reliable driving license of the car owner
  8. Form 27 (application form for assigning new registration certificate to a vehicle)
  9. PAN Card, Form 60 or Form 61 as suitable
  10. Lending bank NOC (if the car is under loan)
  11. Passport size photos of the car owner

To proceed with re-registration, some states also need NOC from NCRB.

Step 5- Road Tax Payment:

In the new state, the car owner is needed to pay road tax again. The road tax will be calculated on the basis of the real invoice of the car. The tax has to pay by a demand draft. After the payment car owner can get the previous road tax to compensate.

Documents needed for the road tax refund:

  1. Signed and Update Form 16 (which is basically the car owner’s salary certificate from the employer)
  2. Road tax refund application
  3. Copy of the old and new registration certificate
  4. The Insurance policy of new registration number
  5. ID proof and Address proof

After document submission, for registration number verification, the RTO of the new state will contact the RTO in the old state. The previous RTO will go for authentication of re-registration by a statement mentioned to as CRTI. When the previous RTO obtain the CRTI, the refund appeal will be process, and it may take some to obtain the road tax refund.
